Who do we evaluate for?

The basic answer is the stakeholders (to use a nice jargon concept).

A stakeholder is anyone (person or organisation) that has an interest in the course and its outcomes.

Within the context of the YOUTH programme, who are the stakeholders?

  • European Commission
  • Participants
  • Local Community
  • Other trainers and training organisations
  • Other funders of the course
  • Trainers team
  • Participants' organisations and the young people they work with
  • National Agencies network

Who would be the stakeholders of your project?

Each one of the stakeholders will have different interests in the course.  Look at the questions they are asking themselves:

  • Has our money been well spent?
  • What did I learn in the course?
  • What can my youthworker tell me now?
  • What kind of feedback will I get about my qualities as a trainer?
  • How can their conclusions help my training?
  • Will there be good projects as a results of the course?
  • Should we organise a similar course ourselves?

So the evaluation strategy should, ideally, be trying to answer the stakeholder's questions - and these will be different for each course.

Have a look at the Using Outcomes section for ideas on how to pass the messages of the evaluation.
