Description of the tool

Tokyo must be a big busy city. Never been there, but the rush hour in Tokyo with everyone trying to find a place to park the car must feel similar to this game. Everyone sits in the circle in chairs except one person in the middle. Everyone seeks eyecontact in order to change places, when the person in the middle does not see. Well, who could not "park" stands in the middle and waits for the other big traffic wave.
