Aims of the tool

The manual aims to strengthen how young people, youth workers, and communities respond to and recover from crises and disasters. Specifically it seeks to:

Provide young people (18-30) with practical information, tools, and strategies to protect their emotional health, stay connected, and regain a sense of normalcy during and after crises
Equip youth workers, professionals, and volunteers with resources to support young people safely, effectively, and with cultural sensitivity during emergencies
Build individual and community resilience and continuity in the face of sudden or long-lasting crises, including natural disasters, man-made events, and climate emergencies
Offer guidance that is not overly theoretical but grounded in real-life experiences, based on research conducted directly with young people and youth workers in Cyprus and Greece
Help young people feel less alone and more prepared when facing difficult situations
Support communities, organisations, and policymakers in creating safer, more resilient environments for young people

Description of the Tool

The Risk, Crisis & Disaster Management (RCDM) Manual is a comprehensive, practical resource developed under the Erasmus+ ResCom project (2023-3-CY02-KA210-YOU-000176655), a small-scale partnership between The Serendipitous Black Cloud Ltd (Cyprus) and Poreia Ygeias sce (Greece). The manual was developed following field research, focus groups and discussions with young people, youth workers, and first responders in both countries, ensuring the content is grounded in real needs and lived experiences.
The manual is designed to be flexible and non-linear: it does not need to be read from start to finish but can be used as a reference, dipping into whichever chapter is most relevant at a given moment. It is written in plain, accessible language and is suitable for self-study as well as facilitated group learning. It is available in both English and Greek.
The manual covers 10 chapters:
Chapter 1 Introduction: purpose, target audience, field research findings, and why resilience matters
Chapter 2 Understanding Crises, Disasters & Risk: definitions, types of disasters (natural, man-made, complex), risk exposure in youth contexts, vulnerability mapping at local, national and EU level
Chapter 3 Emotional & Psychological Impact on Youth: psychological effects, stress and trauma, recurrence anxiety, signs of distress, resilience and coping mechanisms
Chapter 4 Youth Engagement in Risk & Crisis Contexts: participation and empowerment, capacity building for risk awareness and preparedness, involving youth in community response and recovery, considerations for marginalised youth
Chapter 5 Community Support & Social Capital: communal resources, youth-led mutual aid and informal networks, volunteerism and peer support
Chapter 6 Systems, Gaps & Governmental Response: institutional roles in crises, gaps between systems and reality, the youth perspective on institutional response
Chapter 7 Tools for Preparedness, Recovery & Continuity: practical checklists, personal and community preparedness plans, recovery and rebuilding strategies
Chapter 8 Empowering Youth Workers in Times of Crisis: supporting youth through grief, loss and uncertainty
Chapter 9 Inclusive Crisis Response for All Youth: accessibility in crisis response, addressing prejudice and stereotypes
Chapter 10 From Individual to Collective Resilience: narrative, identity and cultural continuity after crisis, post-traumatic growth, intergenerational connections and youth participation
Learning Outcomes
By engaging with this manual, users will be able to:
Knowledge

Understand the different types of crises and disasters (natural, man-made, complex) and how they affect youth specifically
Recognise the emotional, psychological and social impact of crises on young people, including stress, trauma, grief and recurrence anxiety
Identify vulnerabilities at individual, local, national and EU level that increase the impact of crises on youth
Understand institutional roles in crisis response and the gaps that exist between systems and reality

Skills

Recognise signs of distress in themselves and others, and provide appropriate early support
Apply practical preparedness tools including emergency checklists, personal preparedness plans and community resource mapping
Develop and contribute to community preparedness and recovery plans
Identify and utilise coping mechanisms and resilience-building strategies

Attitudes

Recognise youth as active contributors to community resilience and continuity, not passive victims
Develop a more inclusive approach to crisis response that considers marginalised and vulnerable youth
Build solidarity, mutual aid, and community cohesion as foundations for recovery
Embrace a preparedness mindset as part of everyday civic life

For Youth Workers specifically

Support young people through grief, loss and uncertainty in a safe and effective way
Facilitate youth participation and empowerment in crisis and recovery contexts
Work inclusively with youth from marginalised and vulnerable groups
