TOY - Trainers Online for Youth
This is a reference for Teodora Panuş
The training aimed to co-create a regulation for Youth Advisory Committees as meaningful youth engagement bodies within state structures. It responded to the need identified by the National Youth Council of Moldova to improve existing participation bodies that do not currently engage young people meaningfully, with Teodora providing methodological support for the agenda and a draft approach.
The activity brought together young people from Moldova (20) and Ukraine (7). The Ukrainian representatives shared their experience of existing youth advisory committees, enriching the co-creation process with comparative perspectives.
We used non-formal, participatory methods such as plenary inputs and Q&A, world café discussions, mixed small-group work, and structured focus discussions between youth and institutional representatives from Moldova and Ukraine. Interactive tools such as a Kahoot quiz, joint synthesis in plenary, and closing reflection.
The training produced two main outcomes: first, it gathered structured input from a diverse group of young Moldovan and Ukrainian people on how youth advisory commissions should function in practice; second, it resulted in an agreed-upon draft structure for a future regulation on Youth Advisory Commissions within ministries.
I worked as a full-time trainer, with primary responsibility for coordinating the workshop’s educational content and methodology. I co-designed the overall flow and specific sessions, focusing on participatory, non-formal methods that enabled youth and institutional representatives to co-create the structure of youth advisory commissions. I facilitated several key discussions, supported the integration of the Ukrainian experience into the programme, and contributed to daily reflection and agenda adjustments with the team and organisers.
