Aims & objectives

Aim:
The seminar aim was to pool good practices of youth work and policy in responding to the challenges faced by young people in their transition to autonomy through, with a particular focus on measures in the areas of employment, education and training.

Objectives:
- to share and learn from youth work and policy interventions at local and national level on topics of the seminar;
- to identify what makes an intervention a good practice and how to make these practices transferrable or adaptable in other contexts;
- to familiarise participants with the work of the Council of Europe on access to social rights with a particular focus on the youth sector;
- to identify needs at national and regional level that the Council of Europe should take into account when planning future work on transition to autonomy and access to labour market
- to propose ways in which the online platform can be used and promoted
- to introduce Enter recommendation and identify ways to use it in the follow-up of the seminar

Target group & international/intercultural composition of the group & team

The seminar brought together 30 participants that were:
a. representatives of youth organisations, youth workers, social workers, trainers involved in youth work projects and initiatives addressing challenges faced by young people in their transition to autonomy in the areas of access to social rights in general, but also in the specific areas of education and training, employment and financial independence, health, housing, information and counselling.
b. policy makers and practitioners involved in policies addressing young people in the specific areas targeted by the seminar. A particular attention will be given to those involved at local and regional level.
c. Representatives of international organisations/institutions active in the field and representatives of the Statutory Bodies of the Council of Europe.

Training methods used & main activities

The three day seminar was built as a mutual learning situation where the experience and participation of all participants constituted the starting point. The seminar was preceded by online work on the Tranzit platform allowing participants to get familiar with it and with the work of the Council of Europe.

Outcomes of the activity

 Each participant contributed to the Tranzit platform with atleast 1 practice of their own
 Defined indicators (guidelines) for a good practice
 identified needs at national and regional level that could inform further Council of Europe work
 identifed concrete ways in which the platform will be further used
 Identified concrete steps for enter recommendation to be used by participants in their work

 added value of youth work and policy in supporting young people to access the labour market
