The meeting closed out 2023 and built the Network's collective plan for 2024–2027. Across three days, member NYCs reviewed the 2023 Coalition Action Plan, co-designed the Network Advocacy Strategy across three strategic objectives — influencing international stakeholders, cooperating with national decision-makers, and building youth civil society advocacy capacity — and set the operational and financial framework for implementation. The meeting also adopted the Rules of Procedure and assigned working group responsibilities for the first quarter of 2024.
Representatives from the six National Youth Councils of the Eastern Partnership countries — Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine — alongside the Danish Youth Council (DUF). The meeting brought together NYC board members and coordinators from seven organisations across the EaP region and Northern Europe, working in English as the common language.
The three-day meeting used participatory non-formal facilitation methods: plenary input and group discussion on the draft advocacy strategy, three working groups structured around the strategy's strategic objectives, group presentations and peer feedback, open floor debate on 2023 results and challenges, timeline planning per strategic objective, and a closing consensus-based approval session for the 2024 plan.
The Network adopted the Advocacy Strategy 2024–2027, including three strategic objectives, activity indicators, and an action plan. Working groups produced draft implementation plans per strategic objective, with assigned leads and January 2024 deadlines. The Network agreed on its Rules of Procedure and distributed working-group responsibilities — communications strategy, website structure, thesaurus, rules of procedure — across member organisations.
Teodora designed the meeting agenda and led the facilitation process throughout all three days. As CNTM's representative and network coordinator, she drove the strategic planning sessions, structured the working group process, and ensured the meeting produced concrete outputs — the finalised strategy, rules of procedure, and 2024 action plan — by the close.
