TOGETHER IS BETTER !
This proposal prepared by a group of eminent experts from Italy, draws attention to the risks arising from the recent wave of intolerance and discrimination against cultural diversity (eg Roma populations) and groups of Migrants, identifies the roots and proposes a series of recommendations for "living together" in an open society. The Council of Europe's proposals reaffirm the principles of the European Convention on Human Rights, in particular individual freedoms and equality before the law.

Our research that identities are a voluntary choice of the individual and that no one should be forced to accept a major identity apart from the others. It is hoped that European societies will embrace diversity and accept hybrid identities, but it is believed that this will only work if long-term residents are considered to be all-embracing citizens with a right of expression regardless of their faith, culture or Ethnic group of origin.
Our report is structured into two sections: "Threats" and "Responses".

In the first section, we identify eight specific risk factors that conflict with the values of the Council of Europe: increasing intolerance; Growing support for populist and xenophobic parties; Loss of democratic freedoms; discrimination; Presence of virtually no populations; Parallel companies; Islamic extremism; A possible clash between religious freedom and freedom of expression. It is suggested that behind these risk factors there are some roots: a sense of insecurity stemming from the European economic crisis and the sense of decline; International migration; The distorted image and the negative stereotypes on minority-widespread media; The lack of confidence in political leaders who give a clear vision of Europe's destiny. In the second part of the report, we propose some responses to these threats through 17 guiding principles and identify the main actors influencing social behaviors: educators, mass media, trade unions, civil society, churches and religious groups, cities, European institutions and International. Among these categories were selected virtuous examples of which synthetic portraits are provided.
