Dear Mr. Secretary General Antonio Guterres:
We, undersigned leaders, representatives of countries, international organizations, non-government organizations and civil society organizations, would like to call for the United Nations, international community and the world to take actions to defend human rights, secure peace and to save humanity from the serious human rights abuse, genocides and crimes against humanity that have taken place in Cambodia since 1975 so far.
We are seriously concerned about human rights situations in Cambodia because the ruling party led by Hun Sen continues to commit crimes against humanity and violate human rights and Paris Peace Agreement 1991 in Cambodia until today.
We would bring your attention to the human rights violations in the followings: After the Paris Peace Agreement 1991 entered into force, foreign forces have not yet withdrawn their soldiers and forces completely from Cambodia and continues to occupy and to work secretly with Hun Sen’s regime that caused Hun Sen to make a bloody coup d'état in 1997 to take power; The later respective elections in 1998, 2003, 2008 and 2013 were not free and fair. When the people protested against result of elections, they were shot and imprisoned unfairly. Some were deaths and some were missing. There is no opposition to join the election in 2018.
Hun Sen’s regime is a former Khmer Rouge, who is a member of communist Indo-China involved in killing more than 2 million people between 1975 and 1979. Hundreds of thousands of Cambodians were condemned to death under his regime and during the Vietnamese’s occupation from 1979 to 1989. They continue to violate human rights such as force eviction and land grab, murder and human trafficking.
In 2013 and on the 2nd and 3rd of January 2014, Hun Sen’s armed forces again cracked down violently and opened fire on workers who were protesting peacefully, and caused the death of at least 5 people, around 50 people were injured and 23 people were arrested and imprisoned.
Around 25 members of KNLF (https://sites.google.com/view/knlf/home) including KNLF leader’s younger brother Yean Yoeurb who was killed in prison in 2016 and his father died after in 2022 because they made peaceful assembly and distributed books and leaflets. They have also beaten members of parliaments from CNRP.
In 2017, 15 members of CNRP were arrested and imprisoned in Cambodia. Chea Vichea and Dr. Kem Ley, independent analyst, were killed. Sam Bunthouen, Piseth Pilika and some other opposition activists were killed. No perpetrators have been brought to justice so far. 500 people were death on Koh Pich bridge without proper investigation in November 2010.
Most recently, the ruling party has shut down the independent medias and institutions such as National Institute for Democracy (NDI), Cambodia Daily, Voice of America and Radio Free Asia. The political leader Kem Sokha who is a leader of main opposition (CNRP) were arrested and now is in the house arrest and CNRP was dissolved and recent arrest of Mr.Thach Setha, deputy of candle light party. These violations resulted in hundreds of thousands of Cambodian people diaspora to the rest of the world such as Australia, Thailand, Malaysia, USA, Canada, Switzerland, New Zealand, France, Germany, Belgic, Norway, Denmark, Sweden and Netherland and so on.
Cambodian people have still been suffering due to human rights violation under Hun Sen’s regime that continues to violate human rights and to crack down democracy by repressing the political rights, freedom of expression and peaceful assembly that is contrary to constitution and the Paris Peace Agreement 1991.
These genocides, crimes against humanity and continuous human rights abuse are also concerned by European Union, the United States, International Community and the United Nations. Therefore, These serious human rights abuses, crime against humanity and genocide must be stopped, the humanity in the planet deserve to live with freedom, peace and dignity.
1-We call for the United Nations and International Community not recognizing the government that led by the human rights abusers such as Hun Sen and his party and suspending his seat at the United Nations.
2-We call for the United Nations and International Community inviting signatory countries of Paris Peace Agreement to help solve these crises and to recognize a temporary new Cambodian government before the free and fair election organized by the international community or the United Nations.
3-We call for the full implementation of the Paris Peace Agreement by releasing all political prisoners and opening space to multi-liberal democracy for all Cambodian political parties, NGOs, civil society and independent medias.
