Target Groups The primary target groups identified for development support in Chitambo District include: Vulnerable Populations: This includes women, youths, children, and persons living with disabilities. Rural Communities: Small-scale farmers and residents in remote areas with limited access to services. Economically Disadvantaged: Individuals eligible for the Social Cash Transfer and the Food Security Pack program. Youths and Women: Specifically targeted for entrepreneurship, vocational skills training, and economic empowerment initiatives. Support Needed for the Project To address the obstacles identified, the following forms of support are required: Economic Support: The district requires the establishment of skills training centers to promote technical, vocational, and entrepreneurship skills. There is also a need for credit and savings cooperatives and a chamber of commerce to help local businesses move beyond reliance on government seasonal farming support. Social and Welfare Support: Expansion of the Social Cash Transfer caseload is necessary to cover more beneficiaries. Specialized facilities are required for vulnerable groups, including juvenile correctional facilities and centers for the mentally disturbed. Disability Support: Reliable access to clean water and sanitation is critical to reduce the workload for caregivers and allow those living with disabilities to participate in productive activities. Educational Support: Support is needed for infrastructure development, including constructing more classrooms, upgrading community schools to primary schools, and providing hostels for weekly boarders, particularly girls. Health Support: Improving the distribution of health facilities is vital. Support includes constructing health posts, providing utility vehicles like ambulances, and expanding existing hospitals to include specialized services like dental and eye clinics. Geographical Support: Connectivity remains a major hurdle. Support is needed for rehabilitating feeder roads, constructing bridges (e.g., Luombwa Bridge), and expanding mobile network and television/radio signals to remote areas. Climate and Environmental Support: Mitigation initiatives are needed to address reduced agricultural productivity caused by delayed rainfall. Support should focus on crop diversification, irrigation development, and promoting alternative livelihoods to reduce deforestation.
