OCTAER: Your Strategic Connector for Youth Empowerment & Creative Ecosystems
OCTAER – Observatory for Culture, Tourism and Audiovisual – is launching new Erasmus+ 2026 youth cooperation projects. We act as a strategic facilitator and interface for a Distributed Living Lab involving a network of 79 Municipalities and a community of over 150 creative organizations (Event Lab) in the Emilia-Romagna region.
Our Facilitation Model:
We serve as a Single Point of Contact (SPOC) between international consortia and local territories. Using a Quadruple Helix framework, we facilitate the connection between youth organizations, public bodies, and the creative sector to translate European goals into local engagement.
What we offer to EU partners:
Facilitated Territorial Engagement: We provide the infrastructure to bridge the gap between European projects and local stakeholders. We facilitate needs analysis, stakeholder mapping, and the identification of potential pathways for testing youth participation tools in urban and rural contexts.
Scientific & Admin Coordination: Our projects are supported by an independent Scientific Technical Committee (CTS) for impact assessment and managed by our specialized Octa-EUR department, ensuring smooth administrative facilitation for the consortium.
Strategic Expertise: We specialize in facilitating dialogue around Digital Storytelling, AI-driven Media Literacy, Democratic Participation, and Intergenerational Solidarity.
Regional Scaling: We support the identification of potential pilot sites and local communities ready for the transfer and replication of innovative practices.
We are looking for:
Youth organizations, NGOs, and local authorities ready to act within a networked model, interested in high-impact dissemination, community engagement, and long-term sustainability.
