Developing a transferable model to boost digital skills of adults 55+ and enable data-based local services in small rural municipalities.
BRIDGE–ROOTS aims to bridge the digital gap faced by adults aged 55+ living in small rural municipalities. While public services are increasingly digital, many older citizens still lack the skills, confidence and support needed to access them. At the same time, local authorities often struggle to use reliable local data to design inclusive services.
The project will develop and pilot a transferable European model that combines adult digital skills training with practical tools for data-based local service planning. Partners from three countries will co-create: (1) a digital skills curriculum for adults 55+, (2) a municipal data toolkit, and (3) a European handbook and online platform. The model will be tested through pilots with municipalities and adult learners, evaluated, and then shared widely to support other rural regions across Europe. BRIDGE–ROOTS promotes lifelong learning, social inclusion and more responsive local governance.
