OCTAER: Your Operational Hub for Cultural & Creative Ecosystems

OCTAER – Observatory for Culture, Tourism and Audiovisual – is looking for European partnerships to co-create innovative cooperation models. We operate as a Distributed Living Lab in Emilia-Romagna, a region ranked as a "Strong Innovator" and 1st in Italy for Gender Equality (IGEI 2024).

Our Integrated Model:
We connect separate worlds—culture, education, tech, and policy—through a Quadruple Helix framework. With a network of 79 Municipalities and 150+ creative entities, we transform territorial needs into concrete European actions.

What We Bring to Your Consortium:

Territorial Activation: Real-world validation of project outputs in urban, rural, and mountain pilot sites.

Specialized Units: Access to Octa-EUR (project design & lump-sum management) and Octa Net (professional skills mapping).

Scientific Authority: Independent validation via our Scientific Technical Committee (CTS) for high-scoring impact assessments.

Economic Powerhouse: We operate within an €8.2 billion regional cultural engine with a 1.8 multiplier effect.

Preferred Actions: Erasmus+ (KA220, KA154), Creative Europe, CERV, and Interreg.

Target Group: Our target includes professionals, small creative enterprises, and youth/adult learners residing in the diverse morphological contexts of our network, which covers 79 Municipalities across the Emilia-Romagna region. This includes individuals facing geographical obstacles in remote Apennine mountain areas or rural zones, as well as those dealing with economic and social obstacles requiring upskilling and reskilling to enter the cultural and creative digital market. Support needed/provided: Through our Distributed Living Lab model, we provide a structured ecosystem to bridge the gap between education and the labor market. We offer territorial activation, stakeholder engagement, and real-world validation of innovative tools. Our specialized units—Octa-EUR and Octa Net—provide professional coordination, skills mapping, and administrative support, ensuring that project results are sustainable and inclusive for all participants, regardless of their starting point.
