REPER pentru Management prin Valori (REPER for Values based Management) is funded on the common values of its members and has the mission to convince and support public and private sector’s managers to adopt and promote a conduct based on values within the teams they coordinate. In Romanian, REPER means reference point, bench-mark, but it is also the acronym of the values the organization lays on: Responsibility, Excellency, Perseverance, Enthusiasm, and Respect. The organization has been funded in 2017 by three former employees of a global NGO dedicated to the fight against corruption, and other two members who have experience in different fields like legal, economics, political science and cultural studies, IT, and educational.
While implementing its projects, REPER is seeking to mobilize young people, regular citizens and managers to adopt values based behaviour in their daily lives and professional activity. To this end, REPER is training young students on how to get civically engaged in their communities and how to develop civic oriented projects, in several locations in Romania.
It is also developing smart instruments, such as toolkits for the business community, especially for small and medium enterprises, on how to prevent corruption risks in their entities. These toolkits include self-assessment instruments, and internal policies models and guidelines.
Further more, REPER is developing an innovative integrity management system to be implemented in public and private entities, which integrates legal requirements and international best practices into a single approach.
REPER members have previously contributed through their activities to over 20 public policies, 10 studies on corruption related issues, 5 advocacy campaigns among which the one for implementing the Third Directive on Money Laundering in Romania, the elaboration and monitoring of the current National Anti-corruption Strategy, and the previous 2, the implementation of the whistle-blowers` protection legislation, the evaluation of Romania`s progress within the context of the Cooperation and Verification Mechanism, or the set-up and implementation of the Transparency for Energy Programme for companies under the coordination of the Ministry of Energy.
Currently, REPER develops and implements a large range of programs for public institutions, business, and youth: projects, research activities, training, workshops, team-buildings, camps and summer schools, advocacy campaigns, public debates, writing and dissemination of manuals, reports, newsletters, brochures and other information materials. REPER monitors and supports the activity of public institutions and business to implement organisational ethics by developing: policies, procedures, codes of ethics and conduct, whistleblowing lines and anti-corruption advice. Our organization also develops training programs on business ethics, anti-corruption topics both in public and private sectors, risk management, whistle-blowers’ protection, and quality management. Last but not least, REPER targets to implement grant projects, given the over 10 years’ experience of its members in implementing projects funded by OLAF, European Commission through DG Justice, DG Regio, DG Home Affairs, CEE Trust, and European Social Fund.
