Ord. Prof. Dr. Sulhi Donmezer Istanbul Prison Staff Training Center

The Ord. Prof. Dr. Sulhi Dönmezer Istanbul Prison Staff Training Center is a dynamic public training institution committed to strengthening the human dimension of justice services in Türkiye. Since its establishment in 2004, the Center has worked to inspire, empower and professionally support the personnel working in penal institutions and probation directorates, fostering a culture of responsibility, resilience and continuous development.

Our campus operates as a 232-bed residential training environment, equipped with modern classrooms, technology laboratories, a distance-learning room, meeting spaces, a fully equipped sports hall, and a 208-seat conference hall. These facilities allow us to deliver transformative learning experiences that combine theory, practice and human-centered approaches.

Through innovative training methodologies, experiential workshops and on-the-job learning, we address essential themes such as communication skills, conflict management, mental wellbeing, leadership and the ethical use of authority.
We contribute to a justice system where staff are empowered not only with technical skills but also with emotional intelligence, empathy and a strong sense of professional identity.

Aligned with national legislation on in-service training and the 2017 Cooperation Protocol with the Directorate General of Migration Management, we also design and deliver tailored programs for personnel working in Migration Management Removal Centers.

International Work:
Beyond national duties, the Center actively engages in international training partnerships, study visits, and capacity-building initiatives.
We collaborate with justice academies, correctional institutions, universities, NGOs and governmental bodies across different countries to: exchange knowledge and good practices, develop cross-cultural understanding, co-create innovative training models, strengthen humane and ethical detention management, support professional development at global standards

Our multidisciplinary trainers bring expertise in law, psychology, social work, security, communication, pedagogy and organisational development — enabling us to design projects with real and lasting impact.
