The Municipality of Svetvinčenat has more than 2000 inhabitants and employs 11 staff members. The municipality is in charge of managing public services for the needs of citizens, which are not by the Constitution or by law assigned to the national authorities. Tipically, public services managed by the municipality are: arranging settlements and housing, spatial and urban planning-communal economy, social welfare, primary health care, education, culture, physical education and sports, consumer protection, the protection and improvement of the natural environment, fire fighting protection and civil protection, traffic in their area, maintenance of unclassified roads, and other jobs in accordance with special laws.
The municipality is also the owner and manager of cultural goods in its area – primarily the Castle Morosini-Grimani - and, as such, responsible for their sustainable use. The rich history and cultural tangible and intangible heritage contribute to the development of this small place in Istria that annually visit about 70 thousand visitors and generates over 190 thousand overnight stays. The backbone of the development of the municipality make tourism and agriculture, and by investing in the reconstruction of cultural heritage, revival of local legends and valorisation of tangible and intangible cultural heritage of the town itself strives to develop the cultural, historical, religious and rural tourism that is based on the traditional and authentic elements of local architecture and the preservation of cultural heritage.
The municipality of Svetvinčenat gained project experience through several projects, the largest of which was "KulTERRA”. The leading partner of the “KulTERRA” Project was Municipality of Svetvinčenat with 11 partners from the public, private, and civil sectors, thus ensuring long-term sustainability by connecting the local community with a private sector and public administration policies, at a local and regional level. The municipality of Svetvinčenat has experience in cross-border implementation, implementation of public procurement and reporting. It can also manage the risks and will ensure that the overall implementation of the project activities is efficient and in accordance with the schedule and budget.12 people are employed in the municipality, of which 4 are utility personnel. The municipality has not only adequate staff, but also sufficient premises, computer and other equipment necessary for the quality implementation of the project. PP has rich experience in management, which is reflected in the financial and administrative aspects of management and in the coordination of various programs, primarily those that are co-financed by the EU. The PP can contribute to the project with his experience gained in implemented projects, which is varied and includes different activities and knowledge: reconstruction of the castle; development of attractive, educational, cultural and tourist content; development and implementation of new digital tools for innovative presentation of history; organisation of various expert meetings, workshops for residents, education for tourism stakeholders in the destination; encouraging small local producers and creating a distribution network for them
