Ilkadim Municipality: Bridging Local Action with European Values

Ilkadim Municipality is the largest and most central local authority in the province of Samsun, Turkey. As the heart of the city’s administrative, commercial, and socio-cultural life, we are dedicated to building a resilient, inclusive, and sustainable urban ecosystem through participatory governance and innovative local policies. Our Research and Development (R&D) Directorate acts as the strategic engine of the municipality, actively designing and implementing local and international projects (including Erasmus+, European Solidarity Corps, and Horizon Europe) to empower our community.

Our Core Thematic Areas and Flagship Initiatives:

Social Inclusion and Equal Opportunities: Guided by the principle of "leaving no one behind," we manage a comprehensive social support network. This includes the Ancestral Hearth (Active Aging Center) for the social well-being of the elderly, the Honeysuckle Mansions (Women’s Culture Houses) for vocational training and economic empowerment, and the Compassion House, which provides temporary shelter and rehabilitation for homeless citizens. We also facilitate social solidarity through the Ilkadim Card program, supporting families in need through local cooperation.

Youth Empowerment and Engagement: We foster civic engagement and skill development through our Youth Centers and the Our Neighborhood project, which strengthens community bonds through festivals and collective social activities. We provide safe spaces for cultural expression and active youth participation at the local level.

Environmental Sustainability: In alignment with the European Green Deal, we implement circular economy practices through the Kalkanci Zero Waste Neighborhood initiative and extensive recycling education programs to promote eco-friendly habits among the younger generation.

Disaster Resilience: We have established the Ilkadim Municipality Disaster Training Center, providing simulation-based disaster awareness and first aid training to citizens and young volunteers to build a highly resilient community.
