This handbook is a narrative-oriented participative tool that supports young people in developing active citizenship skills through storytelling, reflection, and civic participation.

Aims of the tool

To support young people in developing active citizenship skills through narrative orientation and storytelling
To encourage democratic participation and civic engagement at local and European levels
To strengthen self-awareness, reflection, and intercultural understanding among participants
To help participants transform personal experiences and values into civic action and community participation
To provide youth workers with practical tools and participative activities for non-formal education settings

Description of the tool

The tool is structured around three main learning areas:
European citizenship and democratic values
Active participation in European democratic processes
Local community engagement and civic initiatives
The activities include quizzes, reflection exercises, storytelling workshops, petition simulations, community mapping, youth action planning, and role-play simulations. Facilitators can adapt the activities to different group sizes, cultural contexts, and non-formal education environments.

Increased understanding of European citizenship, rights, and democratic values
Improved self-awareness and critical reflection skills
Better understanding of participation tools such as petitions, consultations, and the European Citizens’ Initiative

Materials needed:

Printed worksheets, activity templates, and reflection forms
Pens, markers, sticky notes, and flipchart paper
Printed value cards and role-play materials
Smartphones or computers for digital storytelling activities
Projector and internet connection for simulations and video materials
Community maps or large paper for mapping activities

Duration:

Total Duration: Approximately 8 to 12 hours for full implementation.
Suggested Breakdown:
Chapter 1: European Citizenship and Values — 2 to 3 hours
Chapter 2: Active European Participation — 3 to 4 hours
Chapter 3: Local Citizenship and Civic Action — 3 to 5 hours
The handbook is designed as a progressive and participative learning journey. The process begins with self-awareness, reflection, and storytelling activities focused on identity, values, and democratic awareness. Participants then explore European participation tools through simulations, discussions, and collaborative exercises. In the final stage, participants identify local community issues and develop concrete civic action plans through storytelling, mapping, role-play, and action-planning activities.
The training process combines:
Individual reflection
Group dialogue and peer learning
Participative simulations and role-play
Community-based action planning
Storytelling and non-formal education methods
The handbook is flexible and can be implemented as:
an intensive multi-day workshop,
a youth training course,
or several shorter sessions adapted to the needs of the participants and facilitators.
