The projects should develop efficient monitoring and reporting mechanisms for racist, xenophobic and homophobic hate crime and on-line hate speech.

The projects should contribute to the development of efficient monitoring and reporting mechanisms for racist, xenophobic and homophobic hate crime and on-line hate speech and to improve the existing monitoring/reporting mechanisms. They will thereby support the effective, comprehensive and consistent implementation, application and monitoring of Framework Decision 2008/913/JHA on combating certain forms and expressions of racism and xenophobia by means of criminal law.
Projects should focus on:
• monitoring and data collection concerning the existence of racist/xenophobic/homophobic websites in participating countries;
• sharing of best practices among participating countries with successful reporting mechanisms including those that rely on third party reporting, anonymous or online reporting.
• development of efficient reporting mechanisms available to victims of hate crime (particular focus should be placed on the sustainability of reporting beyond the life of the project) and/or the establishment of reporting networks;
The project will include wide dissemination of results to relevant stakeholders in all participating countries and to the wider public, aiming to encourage victims or witnesses of racist or xenophobic incidents to report. The project also will ensure close cooperation and coordination among all relevant actors such as ministries' services, prosecution, police and NGOs in the participating countries.

The funding is up to 80% of the total eligible costs. The consortium is open for as much as possible European states (on the basis of eligibility).
