24 frames per second was established in 2018 with the efforts of young people who were educated at Kağıthane Ito vocational and technical Anatolian High School. The group works under the supervision of the Faculty of communication, radio and cinema Graduate Teachers Cihan Arslan. The group is doing youth work using the power of cinema. He also cooperates with other non-governmental organizations and universities in his work. The growing group has a working team of university students and teachers. 24 frames per second signed the cooperation protocol with Istanbul Kültür University in 2019.

The problems that the group focuses on in the focus of youth and society problems are as follows:
Adaptation problems,
racism,
dependency,
disadvantaged groups,
cultural communication,
youth work,
youth communication with each other and society.
The current plan of actions includes the following objectives:
- promoting youth policy;
- promoting and support sustainable development's policy;
- promoting campaigns for young people on any kind of social exclusion (disability, alcoholism, drug, dependence, etc.)
- protection of the rights of disadvantaged people;
- increasing the quality of life of any person with special needs;
- promoting and inspecting the quality of public rehabilitation, assistance and support.
