Call for an expert to explore the complementarity and synergies of the European Solidarity Corps programme to other EU youth programmes (with a focus on Erasmus+)

SALTO European Solidarity Corps is looking for

1 expert

Application deadline:

31.07.2022

Description

Context

With the new programme period, the European Solidarity Corps (ESC) has undergone a shift towards a pure volunteering scheme for local and international volunteering. The programme opens more and better volunteering opportunities for young people.

Many EU programmes and instruments can potentially support young people and the volunteering field. Next to the ESC, which offers young people opportunities to participate in solidarity activities across Europe, in particular the Erasmus+ programme needs to be mentioned, which offers transnational learning mobility opportunities for young people and youth workers and various youth participation activities.

The need

In the Council Recommendation on the mobility of young volunteers across the European Union (link) it is clearly stated that complementarity of EU programmes should be taken into account in the future planning on national and EU volunteering programmes.

Ideally, complementarity and synergies of different EU youth programmes can be used within existing structures. In order to support the network National Agencies dealing with EU youth programmes, we aim to highlight the connection of (youth) programmes, with a focus on ESC and Erasmus+ (especially Key Action 1, Learning Mobility of individuals and Key Action 2, Cooperation among organisations and institutions) to recognize the overlaps and the potential for complementarity.

Within this research, also other relevant EU (youth) programmes should be looked at (e.g. CERV, the youth guarantee or the quality framework for traineeships, aso), targeting the main questions:

  • Where are possible interlinkages?
  • What are the overlapping points?
  • How can we use different programmes complementary?
  • How can we enable synergies between different EU (youth) programmes?

Tasks

  • Mapping of EU (youth) programmes and analysis of their complementarity.
  • Specific analysis of complementarity of ESC and Erasmus+, KA1 and KA2 projects.
  • Gathering of best practice examples, with support by the National Agencies.
  • Presentation of first ideas (outline of the analysis) at the kick-off meeting in Gdansk 13th to 15th of September (preferably on site, but in exceptional cases an online participation can be agreed).
  • Ongoing updates and exchange with SALTO ESC RC.
  • Reporting.

Deliverables

  • A report including a topic overview (including clarification of key terms and actors, identification of the main research challenges, outline of existing measures, …) as well as an annotated bibliography based on the mapping that will be published for the network.
  • Presentation of preliminary results during our partner’s meeting in Gdansk, September 2022.
  • Best practise examples with a focus on the complementarity and synergies between EU youth programmes (esp. E+ and ESC).
  • Final narrative report on the research process, including insights regarding the state-of-the-art of the research topic and recommendations for follow-up by the researcher.

All texts should keep in mind the target group that includes non-academic readers, keep the style simple and comprehensive!

For all publications, proofreading and design/layout will be organized separately by SALTO ESC in order to conform with the CVI of SALTO. SALTO ESC might take individual elements of the results and use them for social media etc.
