1.1 SALTO-YOUTH SEE RC: Announcement of Up-Coming Activities
Since the holiday period is starting, SALTO would like to inform to you already about its programme of activities for the second half of this year. Please note, that application procedures and forms have not been fully defined yet, so please do not apply yet for any of these activities! You might want to mark activities that you are interested in already in your personal agenda. For further information and application procedures, please make sure you check the next issue of this Newsletter or our website in around 4 weeks time.
Organised by INJEP, the French National Agency for the YOUTH programme, in cooperation with various partners, including all the regional SALTO-YOUTH Centres. One participant per country will be invited.
This event is addressed to participants from both Programme and Partner countries (120 people in total) and is aimed at valorising educational tools created and implemented by different stakeholders within the framework of the Youth Programme. The event will be open for 60 participants, coming from SEE and Programme countries. It is planned as the last and major contact making event in the field of cooperation with South East Europe within the YOUTH programme this year. The fair wants to increase the visibility of the possibilities for co-operation with SEE within the Programme and offer the participants the opportunity to meet and initiate project ideas and plans around the different Actions as well as priority themes (such as cultural understanding, equal partnerships, issues linked to cultural diversity and inclusion, different methods in youth work, or youth participation). The fair will also be the major event to raise awareness and inform about future possibilities for cooperation under the YOUTH IN ACTION programme.
The workshop was originally planned to take place in June in Mostar, but was cancelled at the last minute. The event will bring project organisers together with staff of YOUTH National Agencies in order to jointly evaluate past experiences in the field of co-operation projects involving partners in South East Europe, with a view to identifying needs and possibilities for further cooperation under the YOUTH IN ACTION programme.
In addition, SALTO SEE will organise a two-day workshop for HEI accreditors that have worked with the Resource Centre during the past months in the first half of October (to be defined), to evaluate these first experiences of HEI accreditation in SEE and learn from them for future HEI accreditations. All accreditors will be informed directly by SALTO SEE shortly.
1.2 The New SALTO Inclusion for All booklets
The SALTO Inclusion Resource Centre (www.salto-youth.net/inclusion/) developed some new practical publications for youth workers wishing to set up (international) projects with socially excluded target groups - young people with fewer opportunities. These educational publications contain many practical tips & tricks to make inclusion projects better and easier.

2.1 IRSH - Youth Camp 2006 "Active citizenship and participation", 3 - 10 September 2006, Kune- Lezhe, Albania
Application deadline is 15 July 2006!
The main topic of the camp will be "Active Citizenship and participative education" and participants will have the opportunity to make personal experience in this field and discuss these experiences after the activities and at the end of each day.
Objectives of the IRSH Youth Camp give young people the opportunity to meet in an international environment and to:

The application fee for the summer camp is set at 30 EUR for international participants countries. For Albanian participants the fee is 3000 Leke. Accommodation and food will be covered by the organizers, but the travel is upon the participants. Concerning the food, participants will be divided in groups of 3 or more and will have as a duty to cook for all the participants, one group per day.

2.2 Honours Master Programme »East European Studies« at Ludwig Maximilian University of Munich and the University of Regensburg

Beginning of programme: each winter semester (middle of October)
Programme duration: four semesters
Language of instruction: mainly German
The aim of the new four-semester interdisciplinary Master programme in East European Studies is to provide specialized regionally focused knowledge on Central, Southeastern and Eastern Europe. Students will be trained to analyse developments, patterns and situations in Eastern Europe and to embed these within a broader political, social, economic, historical and cultural framework. Along with professional knowledge in relevant disciplines and competence in one or more East European languages, students will be provided key skills that should enable them in future to assume responsible positions in the areas of politics and policy, economics, cultural affairs and science.
The course is offered by the Ludwig Maximilian University of Munich and the University of Regensburg. Its special features include modularization, tutorials, project courses, practical placements and a summer school, hands-on application in the field, a professional advisory system and orientation to the international arena. The departments of East European History, Slavonic Studies, European Ethnology, Intercultural Communication, Political Science, Law and Economics are affiliated with this MA programme, its design and realization.
Special services: Tutoring, summer schools and practical placements in Eastern Europe, extracurricular seminars (communication and presentation skills, job application, etc.)
Tuition fee: Currently no tuition fee. From summer semester 2007: 500 EUR per semester
Administration fee: 85 EUR per semester
Admission requirements: At least a BA degree in a recognized academic field; students currently working on an MA or a postgraduate diploma are also encouraged to apply. Excellent examination results, very good knowledge of German and English and basic knowledge of at least one East European language required.

2.3 Teaching Politics in Southeast Europe: Distance Learning Course with three Workshops in Sarajevo, September - November 2006

D@dalos has been implementing a regional programme dealing with education for democratic citizenship in Southeast Europe for a number of years now. The programme consists of an abundant multilingual internet resource (www.dadalos.org) and a range of training events for teachers, NGO activists and workers, journalists and citizens aimed at learning about democracy.
From September till November 2006, they offer a distance learning course, which will be held in German language. Main aims are to deal with the topics of democracy, political parties and European Union as well as to get acquainted with tasks, contents and methods of education for democratic citizenship (EDC). In addition to that, cross-cutting key qualifications such as presentation skills and basics of professional project planning and management are taught.
Participants acquire basic knowledge and skills in the field of EDC and learn how to teach politics in formal and non-formal education. Thereby they take part in developing a democratic political culture in South East Europe.
The course consists of three three-day workshops in Sarajevo and two distance learning phases facilitated via e-mail.
After the course, there will be follow-up mentoring and activities for individuals and for the group.
Requirements for Participation
The course is designed for (future) multipliers from schools, universities or NGO in Bosnia and Herzegovina, Croatia, Serbia, Montenegro, UNMIK Kosovo, Albania, FYRO Macedonia, Bulgaria and Romania. They expect the participants to be highly motivated and interested in the subject. For the application, the applicant needs to have realistic ideas or visions how to make use of the knowledge s/he will acquire and how to disseminate it. Therefore, it would be desirable if s/he belongs to an institutions or organisation that operates in education.
Costs: All costs for travel, accommodation, food and visa for the three workshops will be covered upon agreement with the organiser.

2.4 European Meeting of Youth Councils, 8 - 15 September 2006, Gjilan/Gnjilane, UNMIK Kosovo

The Local Democracy Agency of Kosovo is a small association member of the broad network of Local Democracy Agencies (11 Agencies in the Balkans and one soon in Georgia), initiated by the Council of Europe in 1993. The youth projects and particularly those directed towards youth participation, are one of the LDA of Kosovo's priorities, which follows in that matter some of the Council of Europe's orientations:
Why this meeting?
The active participation of young people to decisions and actions at a local and regional level is essential if we want to build some societies more democratic. But a lot of young people don't know the existence and the diversity of youth councils, which yet constitute (without being the only one) an important tool to get young people to participate to the local decision-making.
Aim & Objectives:
The aim of this meeting is to make young people from Europe aware of the important variety of forms and functioning that youth councils own, but as well of a "universality" in their values: " local authorities should take more into account the point of view of young people "
Within the whole meeting, 6 written and audiovisual documentaries will be produced. They will focus on themes, methods and functioning of youth councils.
Profile of participants
The meeting will bring together participants coming from youth councils, them being from village, quarter, town, or regional, national... Twined applications putting together a member from local authorities and an NGO representative are strongly encouraged.

Application forms must be addressed to the Local Democracy Agency of Kosovo, together with a recommendation letter of the sending organization. The application forms must reach the Local Democracy Agency of Kosovo on the 30th of July 2006 at the latest, by fax or e-mail. Please do not send applications via the post.
Participation fees
The international transport fees are integrately to the charge of participants or sending organization. The organizers will organize and take charge of local transports from your place of arrival (Prishtina/Pristina, Skopje or Vranje) to Gjilan/Gnjilane. Accomodation & Food
Participants will be hosted in Kristal Hotel in Gjilan/Gnjilane, in two persons rooms. Some rooms have a shower in the room and WC outside, some WC inside and shower outside. The organizers will take charge of all the accommodation fees. Breakfasts, lunchs and dinners will take place at Kristal hotel. A break with coffee, orange juice and water will be served on mornings and afternoons. The organizers will take charge of all meals and breaks.

2.5 International Seminar "Power is Youth", 6 - 10 July 2006, Novi Sad, Serbia
Environment engineering group in cooperation with partners from other countries have great pleasure to invite you to the seminar "Power is Youth", which will be held in Novi Sad, Serbia, in period form 6th to 10th July 2006. They expect 300 young people and students participating in the seminar and in the life of Novi Sad in period in which Novi Sad is hosting the biggest Summer Music Festival in South Eastern Europe - "EXIT FEST 06".
Why?
Main aim of the seminar is to introduce potentials and strengths of youth in sustainable development and impotents of communication with youth from other countries in making Earth a better place for living. Their aim is also to enable good and satisfactory accommodation for youth and students coming to "EXIT FEST 06" in Novi Sad, Serbia.
Who can participate?
The seminar is open for youth and students from 18 to 35 years, coming from EU-25, Russia, Switzerland, Norway, Iceland, Liechtenstein, Bulgaria, Romania, Turkey, Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Albania, Croatia, Macedonia (FYROM), Australia, Canada, USA, Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Venezuela, Egypt, Morocco and Tunisia.
Organizer will provide accommodation, organization and material for seminar. During the seminar participants will have the opportunity to hear about different topics related to sustainable development, energy efficiency and possibilities for actions. Participation fee is 75 EUR.

2.6 Participate in the Lost Highway Expedition through the nine capitals of the Western Balkans, 30 July - 24 August 2006
Centrala Foundation for Future Cities and School of Missing Studies would like to invite you to participate in Lost Highway Expedition, a massive movement of individuals that will pass through Ljubljana, Zagreb, Novi Sad, Belgrade, Skopje, Pristina, Tirana, Podgorica and Sarajevo, from July 30 to August 24 of 2006. Lost Highway Expedition (LHE) is about constructing and experiencing an experimental network-based civic society that navigates the new and dynamic territorialities of the Western Balkans and explores new modes of linking its different entities.
While on the road, Lost Highway Expedition will travel around the future of the Western Balkans and European Union and produce projects about:
At each city along the route, Lost Highway Expedition will interact with the projects of local organizations and groups about the issues they find relevant for the future of their own contexts. In tandem with a wide international network, participating local organizations so far include: SKUC (Ljubljana); Platforma 9.81, Kuda.org (Novi Sad), Prelom kolektiv (Belgrade), Belgrade SMS, Missing Identity (Kosovo), Press to Exit (Skopje) and Pro.ba (Sarajevo), and more participants will be added to this preliminary network.
The expedition program and events will result from the interaction between the local and the traveling participants. The collaboration between these different cultural organizations, artist groups and individuals may include very different forms of participation, discussion or production. By blurring the boundaries between the roles of host and guest, LHE aims to examine and negotiate emerging territorial concepts and societal networks in the Western Balkans and their implications for the future of the European Union.
As the Lost Highway Expedition is a self-generating open source network, you are encouraged to invite other people, groups or organizations to join in. You are expected to self-organize, support, and realize your journey. You do not have to travel or stay together, and you can enter and exit the expedition for any length of time and at any point. To start creating our temporary community even before we meet along LHE, we invite you to register and contribute to the expedition's exchange platform at www.europelostandfound.net. There you can find your possible project partners, travel mates, or practical information, and you can also help construct the infrastructure and the content of the platform with your projects, skills and contributed information.
Lost Highway Expedition is about participation, education, self-organization, networking and exchange of knowledge and resources. Many traveling minds will build a traveling consciousness, in which people are connected while staying individually different. Aiming to locate or invent the future, we will be moving in order to discover where we are going. Our voyage to the unknown territories of the future implies that the future is not only to be found, but also constructed, and this is what we would like you to do.
