Key policies

Main policies of European Union, where cooperation with neighbouring partner countries in fields of youth and education is underlined. Through its activities, regional SALTOs enhance implementation of those EU policies.

European Youth Strategy: Investing and Empowering

A youth policy for 2010-2018. Among 8 main field of actions, the strategy foresees cooperation with countries outside of European Union. The field “Youth and the World!” calls for action in ecology, entrepreneurship, volunteering, development of youth work, fundamental rights and development issues. 


European Neighbourhood Policy (ENP) as well as Enlargement Policy

The ENP started in 2004, was relaunched in 2011 and is currently reframed. The policy builds upon Eastern Partnership and Union for Mediterranean initiatives. The ENP targets countries to the south and east of European Union. One of the key policy dialogue area is education, youth and culture. The policy explicitly underlines a need to further enhance the EU youth programme to promote people-to-people contacts and cooperation between civil society actors in the youth field. Issues of education and youth are also in the core of Enlargement Agenda for western Balkans as well as in EU-Russia Common Spaces that underline importance of EU youth programme for cooperation with EU partner countries.

Europe 2020: A European Strategy for  Smart, Sustainable, and Inclusive Growth

The 10 years strategy for development in the European Union. The strategy also “offer considerable potential to candidate countries and our neighbourhood and better help anchor their own reform efforts”. The strategy empowers the EU flagship initiative for education and youth that among all promotes the recognition of non-formal and informal learning.
