The Centre for Creative Arts develops co-operation with local and foreign organisations, organises intercultural learning and contributes to the development of youth policy. Background of the project:
Participation towards Citizenship is a long-term training course which started in 2006 and will end in 2008.
We are creating space for youth workers and youth leaders to develop their skills for empowering young people to exercise an active, independent, and critical citizenship. This can mean to be part of established ways and forms of participation for some time as much as it can and should mean to invent new and other democratic forms of participation.
This project is also about helping youth workers to develop long-term sustainable youth work programmes directed towards developing competencies of young people needed for active participation and citizenship in the society. It’s about creating direction for youth work more clearly, strategically planned, and based on the needs of young people.

At the moment participants have their practice phase, implementing local and international activities with young people, helping them to be more participative in the local communities and also activities, leading towards active citizenship of young people.

The second training course will become a space for participants to come together and to continue their learning process, by reflecting on practice experience and developing new skills for effective youth work.

The main aims of the long-term process (revised after the first training course):
1. To create sustainable systems of youth empowerment through participation and practicing democratic citizenship in the youth organisations;
2. To develop the youth work towards a more meaningful direction of educating young people for active participation and democratic citizenship through creative and attractive youth activities;
3. To explore, implement, and assess different ways of support during the practical phase of future long-term courses.

Learning objectives of the second training course are:
a) to reflect upon and evaluate the practice of participants in the field of youth work and youth participation;
b) to create conclusions and recommendations how to make youth participation more directed towards the citizenship, how to deal with citizenship education within the non-formal education;
c) to provide space for development of skills needed for effective empowerment of young people, leading towards citizenship;
d) to evaluate the activities implemented within the campaign 'All different – all equal';
e) to get to know how youth organisations and institutions are dealing with youth participation in the Siauliai region and to provide the possibility to make international contacts for the future activities;
f) to explore the key challenges and possible solutions for dealing with topics like youth participation and education for citizenship

Methodology of the training course:
As participants are coming after their practice period, there will be space created to reflect on this experience. People will show their activities from practice and will have the possibility to analyse the key strengths and challenges.

Just before filling this application we asked for participants to contribute with ideas and needs for the training course and people were asking for space to lead workshops on topics like youth empowerment and citizenship. To our understanding the best learning is guided practice and that is why there will be a whole day dedicated for this purpose. Nevertheless, we would like to stress the fact that our training course is part of the European youth campaign 'All different – all equal', and we will have sessions where participants will share their own experiences of campaigning for diversity, participation, and human rights.

As the training course is taking place in Lithuania and in the Siauliai region in particular (northern Lithuania), we will make on-field visits to organisations and municipalities for searching interesting experiences how youth organisations and institutions are helping young people to become more creative, autonomous, and responsible citizens.

Two days of the course will be dedicated to conversations within the Open Space, encouraging to find out new ways, new tools and approaches for the empowerment of young people, for meaningful participation within the community they live in. Finally, it will be the space to address all important issues that matter to you within the frame of youth work.
