SALTO TC Rural & Isolated Youth 2007

A Training Course for youth workers working in rural areas or isolated places (islands, mountainous regions, less serviced areas, less access to information,...) - about how to use the European Youth in Action programme as a tool to create meaningful projects for this target group.

The SALTO Inclusion Resource Centre organised this TC for Rural & Isolated youth, within its strategy to promote the inclusion of a variety of specific target groups with fewer opportunties in the YOUTH programme. The TC Rural is co-organised and co-funded by the Turkish National Agency of the Youth in Action programme - and developed in partnership with 2 European umbrella organisations for Rural Youth: MIJARC Europe and Rural Youth Europe.

Aims

The SALTO TC Rural aimed to increase the use of the European Youth in Action programme in the youth work in rural and isolated areas in order to stimulate opportunities for young people in those areas.

In order to reach this aim, SALTO Inclusion put forward the following provisional objectives for its TC for Rural & Isolated Youth (under construction):

  • bring together youth workers that are working in a rural setting or in isolated areas, to exchange good youth work practices
  • analyse the specific challenges young people and youth workers in these rural & isolated contexts face and
  • analyse how the Youth in Action programme could be used as a tool for creating opportunities for young people in rural/isolated areas
  • create an overview of the existing youth work and training resources for youth work in rural contexts
  • develop common (international) projects together that could potentially be developed after the course

NOTE: The focus of the course WAS NOT 'how to start or do rural youth work', even though there will be exchange of youth work practice between organisations present. The main focus of the TC Rural WAS "how Youth in Action projects can help to create opportunities for Rural Youth".

Target Group

There were places for 25 participants on the SALTO TC Rural, selected according to the criteria below:

  • directly working with youth in rural areas or isolated places (periferical zones, islands, mountainous regions, less serviced areas, with less access to information) - this can be youth workers, social workers, educators and others who are working with/organising projects for the target group (regardless if this is on voluntary or paid basis)
  • having the interest and the possibility within their organization (green light from their hierarchy/colleagues!) to set up European projects and cooperation activities after the course - either with participants from the course, with the National Agency or other partner organisations.
  • having a good working knowledge of (international :-) English, the working language of the course
  • available to actively attend the full duration of the course
  • willing to participate into a follow-up questionnaire 3-6 months after the training course.

Team of Trainers

The SALTO TC Rural was developed and implemented by 3 youth work trainers and coordinated by SALTO Inclusion and the Turkish NA (hosting):

Methodology

Since learning by doing is one of the most efficient ways of learning, the course concept was conceived in a way that allows active participation and exchange between participants. It was built on participants' own experience, from real life or simulations, and work on concrete projects for the future. The training course also drew upon the experience from external practitioners and lecturers on topics related to rural youth issues and/or the Youth in Action programme. The methods used were non-formal learning-based methods.

  • Getting to know each other's reality and the youth work done in different context - exchange of good practices
  • Analyse the challenges young people are facing in rural and isolated contexts - and possible ways of dealing with them
  • To determine the benefits and the use of the Youth in Action programme, in rural contexts and isolated areas
  • Get an overview of the existing youth work and training resources for youth work in rural contexts
  • To explore different elements of project management with a specific focus on this target group/context within the frame of YOUTH programme activities
  • To start development of future project ideas to be realised in Youth in Action programme.

Costs & Practicalities

  • Participants from Youth in Action programme country (27 EU countries + Norway, Iceland, Liechtenstein & Turkey) - the sending National Agency paid for their travel costs (and did the pre-selection online)
  • There were 3 places for participants from the neighbouring regions (South East Europe, Eastern Europe Caucasus, EuroMed)- SALTO Inclusion reimbursed their travel at the end of the course
  • A participation fee of 50 Euro was collected by SALTO Inclusion
  • Programme costs, local travel (airport-venue), food and accommodation (in double rooms) were covered for all participants by the Turkish NA for the duration of the training course
  • Working Language: (international) English
  • Persons from minority groups or with a disability were encouraged to apply!
