The National Agencies (NAs) for the Youth in Action programme are responsible for the implementation of the Youth in Action programme at national level. To support this aim, the 'training officers' meet once a year to evaluate previous Training and Co-operation Plans (TCPs), develop the European parts of the next TCPs together, and herewith develop a common European Training Strategy for the implementation of the Youth in Action programme. The SALTO Training and Co-operation RC supports the National Agencies in the development and focuses on the European co-operation between different persons involved. SALTO implements on an annual basis the 'TCP seminar' in close co-operation with the Youth Unit of the European Commission. The last seminar took place from 29 November to 3 December 2006 in Bonn / Germany, and the NA training officers planned their European parts of each TCP for the period from 1 March 2007 to 30 June 2008. As the new programme Youth in Action started in 2007, preparation measures for the new programme were an important focus of the seminar. Concrete results (training courses, seminars, events) are visible at SALTO's European Training Calendar; we welcome you to edit your training offers as well. Next seminar is planned from 24 to 27 October 2007 in Bonn / Germany. Since 2005, the TCP seminars are facilated by the free lance trainer Jonathan Bowyer. The eight SALTO RCs, the Partnership Programme between the Council of Europe and the European Commission on European Youth Worker Training, and the Directorate of Youth and Sport of the Council of Europe, trainers of the so-called NA Network Training Courses, and approved so-called Action 5 - Innovative projects participated in previous TCP seminars. It is foreseen to continue this co-operation and herewith support the further development and coherency of a European Youth Training Strategy. Beside the needs to organise co-ordination meetings and to give space to exchange good practice as described above, another important element of the strategy for training in the Youth in Action programme is the further education and training of those NA colleagues, who are charge of the development of the national training strategy to support the implementation of the Youth in Action programme. Consequently, the TCP seminars mentioned above were always used to reflect on attitudes and develop needed competences of NA staff and other important persons involved. Additionally, the SALTO Training and Cooperation RC organised in 2005 a training course for Action 5 NA staff to increase the quality of projects in Action 5 in co-operation with the SALTO Cultural Diversity RC, and in co-operation with the Partnership Programme between the European Commission and the Council of Europe a training course for NA staff on the concept of European Citizenship Education and -having a look at the new programme Youth in Action (2007-2013)- how to implement concrete support measures.
